Face cards are worth half a point each, whereas cards from the ace to seven are worth their nominal value. All face cards have a gilt background, while the non-face cards have a silver one. All the face cards in the deck each count as ten.
Locals are banned from gambling due to moral reasons. Simply, the Princely Family did not want the Mongasque locals to gamble away their money. It is important to refer back to the fact that Monaco is an independent state, therefore Monaco gambling laws do not have to conform to the ones in France.
Gambling in Monaco was first authorized by Prince Florestan I. He signed the law legalizing gambling two months before his death, in April 1856. However, it didn't become official until December of that year with the opening of the first gambling house in the Palais de la Condamine.
